- Health Insurance Counseling (SHIBA - Statewide Health Insurance Benefits Advisors) - Free individual, confidential, and impartial personal counseling to individuals regarding options for health care and health insurance benefits. SHIBA counselors are not affiliated with any insurance company or product. Counseling topics include: Medicare program choices, individual health insurance plans, military veterans' health benefits, insurance options for those with disabilities, long-term care insurance, and medical billing.
